The RIA’s GIS system was honoured with an award for contribution to the development of the infrastructure in Bulgaria

Sofia, 24 February 2016 – The Geographic Information System for electronic administrative services of the Road Infrastructure Agency (RIA) developed by ESRI Bulgaria was awarded the highest prize in the “Geographic Information Systems” category of the INFRASTRUCTURE BULGARIA AWARDS 2016 competition. The system was honoured with the prestigious award by 30 member jury composed of representatives of the European Commission in Bulgaria, directors of the operational programs, representatives of leading professional, academic and branch organisations in the sector.

“This award is a supremely high recognition not only for us, the team of ESRI Bulgaria, as a project contractor,  but also for the Geographic Information Systems as a key technology for development and effective management of the infrastructure in the country” said Mrs. Evgenia Karadjova, general manager at ESRI Bulgaria when receiving the award.

The Geographic Information System of RIA was implemented under the project  “Provision of GIS-based electronic administrative services for issuing permits for citizens and creating GIS registers for revenue activities”, funded by Operational program “Administrative Capacity”. As a result of the project an innovative Geographic Information System for the Bulgarian infrastructure was developed, based on the most recent Esri ArcGIS technology.

Online electronic administrative services for issuing permits for special road use were also developed and deployed. An electronic calculator for the oversized heavy vehicle was also created.  Applying the calculator, carriers can calculate what fee they have to pay for using the road network. On the other hand, the citizens and business have an access to 4 electronic GIS-based public registers for: roadside advertising equipment; roadside commercial sites; underground and ground linear facilities; load carrying and gauge capacity of road facilities. The last mentioned provides information about the most appropriate route taking into account the real-time road restrictions.
With the implementation of the project, the Road Infrastructure Agency applies an innovative for Bulgaria GIS approach achieving better administrative services to citizens and business.
